If you find that your Folder Options Missing, Task Manager is disabled or your Registry Editor (Regedit) disabled in Windows, this post should help you. Three of the most common problems which many face, especially if your machine is infected or just recovering from a malware infection.
There are some strains of virus that are resistant to even good antivirus programs. These strains have the ability to go undetected for extended periods of time, disabling tools such as the Windows Task Manager, Registry Editor and Folder Options that are very integral to Windows operations.
One of such virus that can cause the above mentioned problems is ‘Brontok’. The virus can make changes to the system restrictions in order to hide itself from easy detection and also from easy cleaning. As such, it can bring about unwanted changes in the Task Manager and so you may get an error message reading as:

Task Manager has been disabled by your administrator

The same may happen with Registry editor and folder options. You may see the former being disabled while the latter missing.

Regedit Disabled

Click Start > Run > gpedit.msc > User Configuration > Administrative Template> System > Prevent access to registry editing tools > Right Click on it > Properties > Check Enable> OK. Reboot.
